The 15 year roof rule in Florida is an insurance rule about roof age at issue and renewal. It is not the building-code rule about how much of a roof you can patch. People mix the two and budget for the wrong job.

The rule, in plain language
Florida Statute 627.7011(3) limits how an insurer can use roof age when it issues or renews a homeowners policy.
- If the roof is under 15 years old, the company generally cannot refuse to write or renew the policy just because of age.
- Once the roof passes 15 years, the insurer has to let you get an inspection first, at your cost, with an authorized inspector, before it can push a replacement on age.
- If that inspection shows at least five years of useful life left, the company generally cannot refuse coverage solely because the roof is old.
The statute does not say the insurer “may require an inspection.” It says the owner gets to obtain one. That sentence was written backwards on a lot of roofing sites, including some of our older drafts.
A 16-year-old roof is not automatically fine. The report is the document. Book the free roof inspection before hurricane season, not after the non-renewal letter.
What the inspection has to show
Remaining useful life, in writing. Photos of the field, flashings, and any interior stain. A date. That file is what the carrier asks for when age is the only reason they want you off the book.

How this shows up in Lakeland
Dixieland low-pitch roofs hold water. Cleveland Heights oaks load the edges. A shingle roof past 15 years can still have life left if the deck is sound and the flashing was kept up. It can also be done. The inspection is how you find out which one you have.
If the report says the roof is finished, the cheaper path is often roof replacement before you lose coverage. If it shows five years left, you have a document for the renewal fight. Your insurer decides. We write what we saw.

What five years of useful life looks like up close
The statute uses the phrase. It does not hand you a scorecard. On a Lakeland shingle roof, five years left usually means the deck is sound, the flashing still turns water, the ridge is intact, and the granule loss is scattered instead of down to the mat across a whole plane. A soft spot at a valley, daylight at a boot, or a previous patch on patch is how that number disappears.
Tile is a different read. The tile can look fine while the underlayment under it is done. We lift where the stain points and say whether the deck is still a repair or the underlayment has to come off. That finding goes in the written file. We do not turn it into a coverage promise.
Ask your carrier who they will accept as the inspector on the letter. Some want a specific license type. Our walk is the condition record you can hand them: photos, date, remaining life in writing. They still decide the renewal.
If the letter arrives after you already had a leak
Age and a leak get stacked in the same envelope. Fix the water first if it is still coming in. A dry-in and a tarp are emergency roof repair. Then schedule the life-left inspection on the roof that is actually overhead, not on the roof from last spring’s photos.
A repair that crosses 25% of a section can force a code upgrade on that section even when the age letter is the thing that scared you. Measure the section before you approve a small patch on a roof the carrier already thinks is old. The age rule does not cancel the building-code rule.
